Executive Director, Maryland Economic Development Corporation (MEDCO)

MEDCO was created by the Maryland General Assembly in 1984 as a not-for-profit corporation. MEDCO provides access to the capital markets and other funding sources for a variety of clients. MEDCO’s goal is to assist in the expansion, modernization, and retention of existing Maryland businesses; to attract business to the state, and to assist in the creation of new businesses. MEDCO fulfills its role by being developer, financier,
owner, and consultant on projects throughout the State. MEDCO was seeded by a $400,000 start-up loan from the State which has been repaid. To date, MEDCO has provided approximately $2.0 billion in funding for small and large manufacturers, not-for-profit service providers, and certain project assistance requested by state and local governments. MEDCO is not supported by public funds and its employees are not public employees. 1

Deputy Secretary, (Acting Secretary) Maryland Department of Economic and Community Development, Annapolis, MD, April 1980 to June 1987

This principal department of Maryland state government provided economic development initiatives to the State and funded and managed low and moderate income housing programs. I represented the Secretary
on all the economic development financial assistance boards of the Department and sat as the Chairman of the Housing Finance Review Committee.
