The Division of Neighborhood Revitalization seeks a highly organized, customer oriented, self-motivated, team player, experienced with community development, community planning, financial management and grant and loan administration.

LOCATION OF POSITION
2 North Charles St, Baltimore, Maryland 21201, with occasional travel to DHCD’s main office in Lanham, Maryland.
POSITION DUTIES
This Program Officer is responsible for implementing policies for vacant and abandoned properties and neighborhood market building through Reinvest Baltimore, a set of public and private targeted investments for eliminating vacancy and bolstering neighborhood renewal in Baltimore City. This position assists with program design, implementation and monitoring of targeted investments in Baltimore City’s vacancy reduction efforts. Position monitors and evaluates the impact of investments through regular data analysis and reporting; administers grants and contracts; and ensures collaborative and cooperative relationships with community-based organizations, state agencies and local government agencies to meet Reinvest Baltimore goals. The position supports and coordinates the work of the Baltimore Vacants Reinvestment Council and its potential Committees
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Five years of administrative or professional experience to include two years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

- Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.
- Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with community development and/or urban planning development
- Experience administering contracts and/or grants within government and or/nonprofit organizations related to neighborhood revitalization (e.g., residential, commercial, recreational, infrastructure, and historic preservation projects that impact community quality of life).
- Experience developing policy, programs, or performing financial functions pertaining to the redevelopment of vacant properties in Baltimore.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
