Helga Weschke, CEcD
Helga Weschke is a professional economic developer for over 30 years. She is the Director of Federal Business Relations with the Office of Military and Federal Affairs for the Maryland Department of Commerce. Her role is to support federal agencies in Maryland by advocating for, partnering with, and leveraging their presence to benefit Maryland’s economy and business community.
Helga’s extensive economic and business development experience has been both at the state and local level. She led business development and retention, foreign direct investment and workforce teams. She is an innovator of programs such as Contract Connections and Team Maryland connecting small businesses to contracting opportunities through partnerships with federal agencies and prime contractors. She has also created programs to assist at risk businesses and displaced workers. In her current role, she created and manages a one-stop Business to Government website and resources that introduces small businesses to government contracting and facilitates firms that want to diversify their market.
She is a Certified Economic Developer (CEcD) and holds a Masters of International Business Studies from University of South Carolina and a Bachelors of Business Administration from Virginia Tech.
Sharon Disque, CEcD
Sharon Disque is the Economic Development Manager for the City of Gaithersburg, Maryland. She has more than 30 years of experience in economic development, including business park development, real estate sales and leasing, corporate site selection, community strategic planning, marketing and market analysis, and downtown redevelopment. Before joining the City of Gaithersburg, Sharon ran a community development corporation, provided real estate consulting services for clients in Maryland and West Virginia, and was Regional Director of Industrial Development for CSX Transportation. She began her career with the Hagerstown-Washington County Economic Development Commission. Sharon earned a Master’s in Real Estate from Johns Hopkins University and a Bachelor’s in Economics from the University of Virginia. She is a Certified Economic Developer (CEcD).
Laurie M. Boyer, CEcD
2011-2013
Laurie Boyer is the Economic Development Manager in the Division of Fiscal Management for the Montgomery County Government Finance Department. She is responsible for overseeing the County’s economic development incentive programs and for managing contracts with third-party vendors who provide economic development-related services on behalf of the County.
Previously, Laurie served as the Executive Director of Rockville Economic Development, Inc. (REDI), a public-private economic development partnership in the City of Rockville, and as Executive Director for the Frederick County Office of Economic Development.
In May 2006, Boyer earned her professional Economic Development Certification (CEcD) from the International Economic Development Council. She has nearly 18 years of economic development experience.
Ms. Boyer is a graduate of Leadership Montgomery Class of 2014 and Leadership Frederick County Class of 1997, serves as Secretary of the Maryland Economic Development Association (MEDA) Foundation Board, and is on the MEDA Council of Past Presidents. In 2012, she was named one of “Maryland’s Top 100 Women” by The Daily Record.
Ms. Boyer has a Bachelor’s degree in Communications and Spanish from Juniata College in Huntingdon, PA and a Master’s degree in Communication Studies from West Virginia University in Morgantown, WV.
Keasha Haythe, CEcD
2015 – 2017
Keasha Haythe has been an Economic Development Professional for 15 years and served most recently as Dorchester County’s Economic Development Director from 2008-2016. In her role as Director, she developed a track record of initiating sound policies and innovative strategies to foster economic growth. Partnering with private and public stakeholders, she championed education, entrepreneurship and expansion of existing businesses as key economic drivers. She unveiled a countywide brand marketing campaign entitled “water moves us.” Ms. Haythe spearheaded the development of Dorchester County’s Technology Park and developed the Eastern Shore Innovation Center, the first business incubator on the Eastern Shore, which opened on February 4, 2016. She has secured more than $10M in funding for economic development projects, business expansions and start-ups.
Ms. Haythe is now the President of Zoe Economic Development Group, LLC., an economic development consulting firm she launched in March 2016. She provides business consulting and advisory services to individuals, businesses and local governments. Additionally, she is the founding executive director of The Foundation of HOPE, Inc., a non-profit 501 (c) (3) organization established to help women and young girls. The first program launched under the foundation will be the Economic Development and Empowerment Program for sixth grade girls attending Easton Middle School. The program will cover topics including: addressing low self-esteem, bullying, social media, workforce development, economic and community development, entrepreneurship and financial literacy. The program will teach them to be community leaders and viable contributors to the future workforce.
Ms. Haythe is a Certified Economic Developer, a national recognition of professional skill mastery that denotes the highest levels of professional attainment and a commitment to continued growth. She is a member of many professional organizations and serves on the Board of Directors for the Eastern Shore Entrepreneurship Center, the Maryland Economic Development Association (MEDA) Foundation, and was appointed by Governor Hogan to serve on the Maryland Marketing Partnership Board under the Maryland Department of Commerce. Additionally, she also serves as President of the MEDA Board of Directors.

Amy Seitz
Amy Seitz has nearly twenty years of professional experience in both private and public sector enterprises. She was formerly the Director of Community Access & Partnership for the Division of Neighborhood Revitalization within the Maryland Department of Housing and Community Development (DHCD). Ms. Seitz was responsible for maintaining and cultivating relationships statewide with key stakeholders in community and economic development. In her role, she was responsible for strengthening and expanding the marketplace for the Division’s programmatic services and technical assistance including oversight of tax credit and grant programs totaling $5 million. Additionally, Ms. Seitz also served as the Statewide Coordinator for the Main Street Maryland program and State Leader for Keep Maryland Beautiful.
Prior to joining DHCD, Ms. Seitz worked as the Director of Development and Communications for Preservation Maryland and worked as the Executive Director for Hampden Village Main Street in Baltimore City. Ms. Seitz’s wide-ranging knowledge in strategic planning, public relations, marketing and economic development also includes work at the Howard County Economic Development Authority.
Ms. Seitz received her Bachelor’s degree in Historic Preservation from the University of Mary Washington in Fredericksburg, VA. Her professional development includes the National Trust for Historic Preservation’s Preservation Leadership certification and the Maryland Association of Nonprofits Standards of Excellence certification for nonprofit management.
Dan Taylor
Dan Taylor is the Managing Director of Business and Neighborhood Development at the Baltimore Development Corporation (BDC). Since joining BDC in 2013 he has managed the disposition and redevelopment process for more than two dozen city-owned properties, and has worked on real estate and economic development projects in commercial areas throughout Baltimore. Dan has led BDC’s small business & neighborhood response to the COVID-19 crisis and has been BDC’s lead on the development of Harbor Point, Downtown’s Westside, and redevelopment of the Inner Harbor. He manages a 20-person team that assists businesses and developers throughout the City.
Dan holds a Masters of Community Planning Degree from the University of Maryland, and a Bachelor’s Degree from the University of Michigan, where he was a dual-major in Economics and Political Science. Dan has lived in Baltimore City since 2007 and currently resides in the Hampden neighborhood.
Dr. Candace Pruett
Dr. Candace Pruett is a highly accomplished business professional with expertise in strategic planning, business development, and entrepreneurship. Through her role at the Maryland Small Business Development Center (SBDC) as the Assistant Director for the Corridor Region, Candace provides strategic guidance and support to small businesses, helping them navigate the complexities of the business landscape and achieve sustainable growth. She actively engages with entrepreneurs, offering expert advice on business planning, market research, financial analysis, and access to capital. She has been awarded the SBDC State Star Award in 2017 recognized at the National ASBDC conference, ASBDC’s 40 Under 40 Award in 2022, and MEDA’s Rising Star Award in 2023. She is also certified as a GrowthWheel Certified Business Advisor and FranFit Advisor. Candace is an active participant in the Maryland Economic Development Association and a member of their Young Leaders Group. She also volunteers on the Career Advisory Board for the Purdue School of Business at her alma mater, Salisbury University. Candace earned her Doctorate of Business Administration at the University of Maryland Global Campus (formerly known as the University of Maryland University College.) Candace received her Master of Business Administration and B.S. in Management from Salisbury University. Candace’s research interest is in generational studies revolving around how the culture of an organization impacts knowledge transfer.

Sandy Dubay, CEcD is the CEO and Founder of PPR Strategies, as well as a publicist, marketing consultant, public speaker, spokesperson, and public relations team leader.
Sandy is passionate about helping communities in the mid-Atlantic region grow and diversify their economies and job opportunities for residents. She brings her expertise in communications, social media, marketing, economic development, and tourism to help clients create & implement customized communications plans right for them.
Sandy is a graduate of Shepherd University with a Bachelor of Science in economics and business administration. She previously served as a Research Specialist at the Jefferson County Development Authority in Charles Town, WV and most recently as a Business Development Specialist in the Frederick County Office of Economic Development in Frederick, MD.
Jeffrey A. Finkle, CEcD
As President and CEO of the International Economic Development Council (IEDC), Jeff Finkle is a recognized leader and authority on economic development. With the formation of IEDC in 2001 following the merger of the Council for Urban Economic Development (CUED) – where he was president for 15 years – and the American Economic Development Council (AEDC), Jeff set the course for a more effective and influential organization. Today IEDC is the world’s largest economic development membership organization and is a $5 million annual operation that is renowned for its leadership in professionalizing and diversifying the field of economic development.
Jeff previously served as Deputy Assistant Secretary in the U.S. Department of Housing and Urban Development, and has received numerous awards over the years for his commitment to making sustainable economic development a priority in communities of all sizes. Significantly, in 2011 he was lauded by the U.S. Department of Commerce for his 25 years of stewardship over CUED and IEDC. Moreover, as a longtime leader in community service and philanthropy, in 2005 Jeff organized 250 economic development volunteers to work in Gulf Coast communities endeavoring to recover from Hurricane Katrina. In 1989 he also founded the Bollinger Foundation, a non-profit organization that provides financial assistance to children who have lost a parent who worked in the field of economic development.
A frequent lecturer and author of numerous articles, Jeff has appeared on CBS Sunday Morning, Fox television and the Journal Report on PBS. He received a Bachelor of Science degree in communications in 1976 from Ohio University in Athens and pursued graduate studies in business administration at Ohio State University. He maintains a strong connection with Ohio University’s Voinovich School for Leadership and Public Affairs.

Heather Gramm, CEcD

Heather Gramm joined the Maryland Department of Commerce as Senior Director of Strategic Industries and Entrepreneurship in June 2019. In this role, she oversees the development and implementation of the state’s efforts to grow the strategic industries of biohealth and life sciences, cybersecurity and aerospace, manufacturing, energy and agriculture. In addition, she oversees Commerce’s strategic initiatives for entrepreneurship, small business, and workforce development.
Prior to this role, she served as Deputy Director for the Frederick County Office of Economic Development overseeing the county’s business development efforts, including business attraction, retention and expansion, small and minority business development strategies, as well as industry-sector development in the county’s targeted sectors.
Heather has more than 17 years of experience in municipal, county and state economic development in a variety of roles including business development, community development and downtown revitalization. She earned a B.A. in Business Administration from Hood College and the Certified Economic Developer (CEcD) certification through IEDC. She serves as President of the Maryland Economic Development Association (MEDA) Board of Directors.
Stephen M. Primosch

In his current role as Vice President of Financial Services for the Anne Arundel Economic Development Corporation, Steve is responsible for managing the, Arundel Community Reinvestment Fund, Anne Arundel Incentive Fund, the Next Stage Fund and the VOLT Fund. Steve is responsible for managing financial services staff and developing the protocols and processes used to manage the flow of applications for all of the corporation’s lending programs, from origination and underwriting to the closing and servicing of loans. Steve oversees a portfolio of approximately 100 small business loans totaling approximately $7 million.
Steve has more than a decade of finance and lending experience. Prior to arriving at AAEDC, he served as Vice President of Private Business Banking for BankAnnapolis. Previous to that, he was at the Harbor Bank of Maryland for four years as Vice President and Commercial Lending Officer.
Steve holds an MBA and a bachelors degree in marketing, both from Frostburg State University.
Steve has served on the Board of several non-profit organizations including the Maryland Economic Development Association Foundation, Arundel Child Care Connections, and the Maryland Commercial Lenders Lending Association. He is currently the Treasurer of the Maryland Economic Development Association.
Latrice Lewis
Latrice Lewis is a Business and Employment Consultant and ReEntry Project Manager with Frederick County Workforce Services a proud partner of The American Job Center Network! She has over 15 years in Business Development and Career & Workforce Development. She has a unique perspective on Workforce and Economic Development having spent time in both private and public sector positions, as well as the Frederick County Public School system.
Latrice’s primary focus is partnering with the Frederick County (FC) business community to assist with their workforce development needs: recruitment, staff development/training and LMI. She works with small-to-very large organizations in the FC community. She also works closely with an under-served population in our community of Justice-Involved citizens.
Latrice has had opportunities to share her expertise with such organizations as the United Way of Fredrick County, The Local Management Board (Office of Children & Families), Hood College Leadership Program, Mountain Manor Treatment Center, and other local schools and colleges – she has earned a reputation for being a “Trusted Business Advisor” in the Frederick County community.

Rosa Cruz, CEcD

Rosa Cruz serves as Vice President of Communications for the Anne Arundel Economic
Development Corporation in Annapolis. In this role, which she has held since 2013, she provides
guidance on communications and programmatic initiatives and marketing strategies that help
AAEDC serve the most customers and allow for the attraction and expansion of business in Anne
Arundel County.
Prior to joining AAEDC, Ms. Cruz served in communications positions for various State agencies,
including the Press Office of Governor Robert L. Ehrlich.
From 1998 to 2003, she served in television news production for several media outlets on the east
coast including ESPN, Fox News – DC bureau and local news stations in Baltimore and Richmond,
Virginia
Ms. Cruz holds a Masters degree in Public Affairs from the American University and a B.A. in
International Relations from George Mason University.
Jamie Williams, CEcD
Jamie Williams, CEcD, is the Director of Kent County Economic & Tourism Development. Williams began Economic Development work with Kent County seven years ago, and achieved her Certified Economic Developer (CEcD) certification in October of 2019. Previous work included 20 years at a Millwork Distributor where she filled many positions, office manager for a local land surveyor, and administrative work in the County Commissioners Office. Her previous experience working for a large employer and a small business served her well in working with the business community.
Williams is a member of the Maryland Economic Development Association and serves as MEDA Professional Development Co-Chair.

Ebony Stocks is the Executive Vice President with the Prince George’s County Economic Development Corporation, an organization that provides business services that help attract, retain, and expand businesses in the County. She previously administered the County’s premier $50 million economic development tool, the Economic Development Incentive Fund which leveraged over $1 billion in capital investment and created over 13,000 jobs. Ms. Stocks is a Certified Economic Development Finance professional who has managed several financing and incentive programs. Ms. Stocks has worked in commercial lending providing non-traditional financing to rapidly growing small businesses. Vernon Thompson is the Executive Vice President at the Howard County Economic Development Authority.
Previously Vernon was the Executive Director of the Cecil County Department of Economic Development, Tourism & Agriculture; Executive Director at Bainbridge Development Corporation; Deputy Secretary of the Department at The Maryland Department of Business and Economic Development (DBED), as well as Assistance Secretary for Regional Development.
