 Job Summary

The Program Manager I plays a lead role in supporting the development and management of grants sought by the city to fund operational projects. This position will seek funding opportunities to carry out tactical projects throughout the city, develop grant applications in collaboration with city employees that serve as the subject matter experts, assist with project coordination and manage the compliance with grant requirements. This position requires a detailed organized approach to completing tasks, strong writing and financial management skills, and the ability to manage multiple projects at once. The Program Manager I position is a unique blend of project and grant management at the city wide level and must build strong relationships within the city and community at large.

The Program Manager I plays a lead role in supporting the development and management of grants sought by the City to fund operational projects. This position will seek funding opportunities, develop grant applications, assist with project coordination, and manage the compliance with grant requirements.

Qualified candidates will have at least three years of applicable experience. CAPM/PMP certification is a plus. The right candidate will be detail-oriented and highly organized, with strong writing and financial management skills. Excellent time management skills are crucial to managing multiple projects at once. This position blends project and grant management at a City-wide level, therefore candidates must possess the ability and desire to build strong relationships within the City and community at large. This position should be able to work independently, while taking direction and input from others. Applicants must be able to work in-office Monday – Friday, 8-4:30pm.

The City offers a generous benefit package available your first day of employment. Starting salary is $68,245 per year. Applicants will be required to submit to a background investigation and drug screening.

Performance Goal 1: Grant Development and Research

Tasks:

  • Research and identify potential funding opportunities that align with the city’s goals and objectives.
  • Coordinate and engage with subject matter experts throughout the organization to prepare and submit grant proposals.
  • Provide guidance and resources for grant writers throughout the organization, particularly with the development of project budgets and timelines.

Performance Goal 2: Grant Administration

Tasks:

  • Maintain centralized records of grant activity and report monthly status to the City Administrator.
  • Track the progress and impact of grant-funded projects, including expenditures, and grant deadlines.
  • Ensure grant reimbursements are requested and processed in a timely manner.

Performance Goal 3: Project Management and Stakeholder Engagement

Tasks:

  • Engage with city staff to understand the need and scope for grant funding of upcoming projects in alignment with city goals and objectives • Build strong, productive working relationships with partners to include local and state agencies, business associations, local non-profits, community groups and others.
  • Assist with project coordination for active grants including bids and solicitations, contracts and agreements, and direct project oversight as assigned.
  • Communicate with relevant stakeholders concerning upcoming deadlines, deliverables, and status of grant applications.

Performance Goal 4: Grant Compliance

Tasks:

  • Ensure compliance with required grant reporting to grantor(s).
  • Manage the entire grant process from application to approval including compliance with specific grant requirements and regulations.
  • Communicate ongoing compliance issues to City Administrator for corrective action.
