Maryland Department of Housing and Community Development Announces Pikesville Armory Awarded Fiscal Year 2025 Catalytic Revitalization Tax Credit

Baltimore County project to spur economic development, community revitalization in Pikesville

NEW CARROLLTON, MD (January 9, 2025) – The Maryland Department of Housing and Community Development today announced the Pikesville Armory Foundation has received $15 million in Fiscal Year 2025 Catalytic Revitalization Tax Credits for the redevelopment of Baltimore County’s historic Pikesville Armory into an arts-infused intergenerational community hub. 

The Catalytic Revitalization Tax Credit program is designed to fill financing gaps between the cost of rehabilitation and the market-rate value of the redeveloped property. Proposed revitalization projects must foster economic growth, job creation, affordable housing, or other community improvements and services. The tax credit supports the rehabilitation and renovation of properties formerly owned by the State of Maryland or the federal government, including colleges or universities, public schools, hospitals and mental health facilities, and military facilities or installations. 

“The large-scale revitalization of the Pikesville Armory will breathe new life into Pikesville and the surrounding community in northwest Baltimore City and Baltimore County. Incorporating feedback from over 1,500 survey respondents from over 40 neighborhoods, this redevelopment will be a true reflection of those who will soon learn, play, create and succeed there,” said Maryland Housing and Community Development Secretary Jake Day. “Congratulations to Baltimore County and the Pikesville Armory Foundation on this achievement.”

Built in 1903, the 14-acre Pikesville Armory was used as an active military campus by the National Guard before being decommissioned in 2016. Community engagement on potential uses for the property began in 2017 through the Commission on the Future of the Pikesville Armory, with community members developing a collective vision for a “multi-use venue for recreation, arts, appropriate commercial development and other community programming.” 

The revitalized site will host public green space, indoor and outdoor recreation, art spaces, intergenerational multidisciplinary programming, playgrounds, cafés, makerspace, veterans’ services, small businesses, school-based job development, and will be the site of a future housing development. Ground was broken on the project in January 2024 and is projected to be completed in 2028.

“Today’s announcement marks a major milestone in bringing the community’s vision to realization. We are grateful for the strong support the project has enjoyed from the State, as well as from Baltimore County government and the private sector,” said Pikesville Armory Foundation President Shelley Morhaim. “The redeveloped Armory campus will create intergenerational opportunities and benefits for citizens and businesses throughout northwest Baltimore City and County.”

In 2021, the department awarded the first round of tax credits to The Warfield Companies’ redevelopment of Warfield at Historic Sykesville in Carroll County. The second award was made in 2023 to Cascade Properties, LLC for redevelopment of Historic Fort Ritchie, a former military base located in Washington County. The next application round will open in Fiscal Year 2026.
